I need to clarify what being indexed in DOAJ means and how the Seal is related to that, and how the reapplication process works. There is a common misunderstanding that only journals that get the Seal are "indexed in DOAJ", that only Seal journals are quality, peer reviewed open access journals.

The DOAJ requires all journals to provide a URL to a page on their website where they list an OA statement in accordance with the DOAJ’s fully-OA publishing criteria. This can usually be housed on the journal’s author information page or a journal policies page.

DOAJ is co-author to the Principles of Transparency and Best Practice in Scholarly Publishing (Principles) and DOAJ members are expected to follow these principles as a condition of membership. The partnership, between the Directory of Open Access Journals (DOAJ) and Amigos Library Services, which has among its membership more than 300 higher education institutions, is the largest US based consortium that DOAJ has forged a partnership with, covering Arizona, Arkansas, Kansas, Missouri, New Mexico, Oklahoma and Texas. DOAJ members are paying a yearly membership fee based on a category classification: Individuals: 110 euros; Libraries, Universities, Research Centers: 440 euros; Library Consortia, Library Associations: 4,400 euros; Aggregators and other Service Providers: 5,500 euros.
